2025-10-14 Evolutionary Conversation re: FCC Order 25-276
Summary of Important Insights from the October 14, 2025 National Webinar on FCC Proposed Wireless Infrastructure Order 25-276.
The Proposed Order represents an unauthorized overreach of FCC authority under the Spectrum Act and 1996 Telecommunications Act, and if adopted in its present form, will violate numerous federal statutes and at least five Presidential Executive Orders and Trump Administration policies.
The Order also creates a significant national security risk in several domains simultaneously, especially cybersecurity (increased surface targets), misuse of AI, wasteful energy consumption, invasion of privacy, unauthorized and conversion of private information, suppression of essential incentives for local innovation that will fortify local community resilience.
Time is of the essence because the suppression of the Constitutional rights of local communities under the 9th, 10th 14th and 15th Amendments attempted by the FCC proposed Order is being reinforced and supported by at least 50 bills currently before Congress. Proposing and endorsing members of these bills appear to be uninformed about the national security risks presented by the FCC’s ill-considered proposal.
The passage of some of these Congressional bills along with the FCC Order will install a wireless-only ICT infrastructure that will become effectively irreversible.
The deployment of AI lacking any ethical foundation—a form of amoral utilitarianism—recognizing that AI is already becoming self-regenerative, and by 2027 will likely begin training Large Language Models without human intervention or control, renders the national security risks even more grave.
The vast majority of the public—including federal, state, and local policy makers—are basically blind and unaware of the proposed fundamental shift in the framework of collaborative and distributed federalism being attempted by the FCC and its supporters; this itself poses a mortal threat to the health of the U.S. Republic.
An Historic Opportunity
At the same time the FCC’s Order presents the country with a unique opportunity for positive change on many levels:
It invites the articulation of an Alternative Balanced Order that can support President Trump’s March 2025 Executive Order calling for the development of a National Resilience Strategy based on effective collaboration among state and local communities and the federal government.
It necessitates the articulation of an ethical foundation for FCC policy making to replace amoral utilitarianism. The FCC must reconsider its present explicit policy of “giving priority to frequencies over people.”
It invites the development and deployment of new forms of emergent, regenerative, evolutionary intelligence such as Kokoro that are building upon the rapidly developing market segment of Ethical/Wisdom AI systems.
